They consider “what do I need to run this product” and “what’s the TCO”. Most larger orgs will have a healthy mix of windows and *nix servers and often a separate team to manage each.

Its on the sound card because it’s a midi port. Its designed for connecting a keyboard (as in electronic piano). Most people used it for gamepads but that’s not what it was there for.
Ps/2 ports predated the PlayStation 2 by years. Sony made naming confusing in this case.

Have you tried it under windows? If you have the same symptoms with 2 different distros I’d be considering a hardware problem, trying it in windows would eliminate or confirm that possibility.
